Natural Gas Leak
In 2014, California
Bill (SB) 1371, which requires the CPUC to adopt rules and procedures to
minimize natural gas leakage from the natural gas pipelines it regulates.
In January 2015, the
CPUC initiated a Rulemaking
to implement the bill. The purpose of this effort is for the CPUC to:
- Reduce GHG emissions in
conjunction with the California Air Resources Board (CARB)
On July 24, 2015 the CPUC issued a Ruling
setting the Scope and Schedule of the Leak Abatement proceeding. The Ruling
divided the scope of the proceeding into two phases:
addresses utility reporting requirements and the aggregation of emissions data. This
phase seeks to establish best practices for Leak Abatement.
Phase 2: Ratemaking and Performance-based
This CPUC will commence this phase to address utility incentives to upgrade their
natural gas system to mitigate methane emissions. This phase is awaiting a future Scoping Ruling.
