2013 General Rate Case (GRC)

 

Background

On January 3, 2012, the San Jose Water Company (SJWC) filed an Application to increase rates for water service by:

• 21.51% in 2013
• 4.87% in 2014
• 12.59% in 2015
 

 

DRA’s Policy Position

ORA was previously known as DRA - the Division of Ratepayer Advocates.

 

DRA served testimony on April 30, 2012 in response to San Jose Water Company’s rate increase proposal recommending a rate increases of no more than:

  • 0.05% in 2013 
  • 3.73% in 2014  
  • 5.65% in 2015

DRA also recommended:

  • A $90 million reduction to the capital and expense budgets request. 
  • Continuation of existing price adjustment mechanism which removes the effect of tiered rates on the revenue that SJWC can recover without guaranteeing recovery of all forecasted water sales. 
  • Avoid unnecessary proliferation of memorandum accounts, which allow SJWC to record expenses for later review and recovery in customer rates.
