2015-2017 Energy Efficiency Program Cycle

Background

Edison, PG&E, SDG&E, and SoCalGas are currently implementing Energy Efficiency programs for the 2013-2014 transitional cycle. As part of the groundwork for preparing for developing efficiency programs for 2015 and beyond, the CPUC is currently working on updating its Cost-Effectiveness Protocols

On September 16, 2014 the CPUC issued its Proposed Decision that would establish Energy Efficiency savings goals and approve 2015 Energy Efficiency programs and budgets.

 

ORA Position

ORA is currently reviewing the CPUC's Proposed Decision for 2015 Energy Efficiency programs. ORA’s priorities for implementation of Energy Efficiency programs for 2015 and beyond include:

  • Expansion and implementation of a mid-to-long-term market transformation plans to achieve self-sustaining markets.
  • Advancement of energy efficiency financing programs for residential and small business customers, with appropriate customer safeguards.
  • Improvements to the cost-effectiveness methodology in order to better pursue more long-term, sustainable energy savings with appropriate accountability.
  • Improved statewide coordination to ensure that energy savings from energy efficiency programs actually off-set and reduce utility supply side procurement.
